Portugal and Brazil negotiate renewable fuel hubs for Europe

The Portuguese government has initiated negotiations with Brazilian authorities and investors to establish industrial hubs focused on biofuels and sustainable aviation fuel (SAF). The agenda was furthered during the diplomatic mission of the Minister of Environment and Energy, Maria da Graça Carvalho, to Brazil in July. During her official schedule in Brasília, she held bilateral meetings to consolidate mutual interest in expanding the clean energy sector.

The structured synergy between the two nations is grounded in combining distinct competitive advantages. While the South American market possesses experience and potential in biomass refining, Portuguese territory positions itself as a strategic logistical hub for the European bloc, particularly for the entry of biofuels originating from the South Atlantic.

This integration aims to meet the rigorous environmental and energy transition targets required in Europe. The goal is to move beyond fleet electrification by offering clean combustion alternatives essential for hard-to-abate sectors, particularly aviation and energy.

Potential corporate partnerships will focus on industrial infrastructure entirely distinct from traditional fossil fuel refining. Financial structuring and attracting foreign investment will be managed by the Portuguese state development agency, the Agency for Investment and Foreign Trade of Portugal (AICEP). Beyond technical alignment, the proposal has already received backing from the Brazilian president and other institutions. ApexBrasil, for instance, has maintained a physical representation in the European country since 2024 to bring key stakeholders together and expand opportunities for both Portuguese and Brazilian investors.

From a geopolitical perspective, this rapprochement reinforces Lisbon’s pursuit of greater energy supply stability. Currently, Brazil leads crude oil supply to Portugal, accounting for nearly half of the market’s imports of this commodity. Expanding this historic trade link toward a green economy is a calculated step to strengthen the country’s energy transition and mitigate Portugal’s exposure to global market fluctuations and uncertainties.
