About the Investment Dialogue

The Brazil-European Union Investment Dialogue is a multi-year initiative conceived by the European Union Delegation to Brazil and now implemented by ApexBrasil and CEBRI to strengthen and expand economic relations between Brazil and the European Union, promoting sustainable investments and fostering a favorable environment for innovative and environmentally responsible business cooperation. The Dialogue is built upon a long history of bilateral cooperation and responds to the contemporary challenges of a rapidly evolving global economy. This initiative acquires particular relevance in the context of the uncertainties and new challenges in the current international order.

In addition to sharing deep cultural, historical, and economic ties, the EU is the largest foreign investor in Brazil. According to the 2024 Foreign Direct Investment Report by the Central Bank of Brazil, Europe was the leading investing region in Brazil in 2023, accounting for 62.9% of the total Foreign Direct Investment (FDI) stock, which amounted to US$ 1.3 trillion. The study highlights how these investments have been fundamental in expanding Brazil’s productive capacity, generating high-quality jobs, transferring technology, and driving innovation. This project also seeks to address the industrial production challenges of both regions, providing for new investment modalities aimed at serving not only the regional market but also establishing globally competitive supply chains based on the complementarity and comparative advantages of both economies in strategic sectors such as energy, finance, infrastructure, mining, health, security and defense, digital technology, and telecommunications.

Mercosur-European Union Agreement

In the context of the Mercosur-European Union Agreement, the Investment Dialogue gains an additional dimension by contributing to the consolidation of a more predictable, transparent, and integrated regulatory environment between the two regions, stimulating trade expansion, the attraction of long-term investments, and the deepening of shared supply chains. By aligning with the agreement’s objectives, such as business facilitation, regulatory cooperation, sustainability, and innovation, the initiative reinforces the strategic partnership between Brazil and the EU and creates conditions to expand economic opportunities, strengthen industrial competitiveness, and promote more sustainable and inclusive development on both sides of the Atlantic.

Delegation of the European Union to Brazil

Established in 1984, the Delegation of the European Union to Brazil is a full diplomatic mission and part of a network of 146 European Union diplomatic representations worldwide. It represents the European Union and its citizens in the country and works in close coordination with the diplomatic missions of EU Member States accredited to Brazil.

The Delegation promotes the values, policies, and interests of the European Union, engaging in dialogue with the Brazilian government, public authorities, the private sector, academia, media, civil society, and the general public. Its work includes presenting and explaining EU actions, strengthening the EU-Brazil Strategic Partnership, and deepening political, economic, and trade relations between the European Union and Brazilian partners. Furthermore, the Delegation is active in public diplomacy and communication, aiming to increase the Brazilian society’s knowledge about the European Union and the relevance of bilateral relations. Brazilian Trade and Investment Promotion Agency

The Brazilian Trade and Investment Promotion Agency(ApexBrasil) works to promote Brazilian products and services abroad and attract foreign investment to strategic sectors of the Brazilian economy. The Agency carries out diversified trade promotion actions aimed at promoting exports and adding value to Brazilian products and services abroad, such as prospective and trade missions, business rounds, support for the participation of Brazilian companies in major international trade fairs, and visits by foreign buyers and opinion makers to learn about the Brazilian productive structure, among other business platforms that also aim to strengthen the Brazil brand. ApexBrasil also works in coordination with public and private stakeholders to attract foreign direct investment (FDI) to Brazil, focusing on strategic sectors for the development of the competitiveness of Brazilian companies and the country.

Brazilian Center for International Relations (CEBRI)

Founded in 1998 by a group of diplomats, entrepreneurs, intellectuals, and former ministers, the Brazilian Center for International Relations (CEBRI) was born with the pioneering ambition of creating the first Brazilian think tank dedicated to international politics.
