In the race toward digitalization, attracting data centers has become a priority on the Brazilian government’s investment agenda, given their central role in supporting cloud services, artificial intelligence, and large-scale data processing. The decision to install this type of infrastructure involves complex factors, such as energy availability and cost, connectivity capacity, regulatory security, and land-use planning, in addition to national incentive policies, notably the Redata package as a key fiscal stimulus for the deployment and expansion of data centers in the country.
In this scenario, the state of Ceará has shown itself to be receptive to attracting data centers, highlighting as advantages the presence of submarine cables and development instruments such as the Digital Belt and the Export Processing Zones. The crucial point is to ensure that these infrastructures drive local economic and technological development without compromising the population’s access to essential resources, such as water and energy. To this end, it is essential that investments be guided by clear criteria and developed with partners who incorporate these concerns into their strategies.
It is within this context that CEBRI is organizing the business meeting in Fortaleza as part of the European Union–Brazil Investment Dialogue, in partnership with APEX and the European Union Delegation. The panel proposes a debate among the public sector, companies, and European investors to discuss concrete conditions that position Brazil on the data economy map, considering opportunities, bottlenecks, and paths to alignment. The contributions from the meeting will inform the II Brazil–European Union Investment Forum, scheduled for March, where recommendations can be consolidated and presented to authorities, investors, and the press.
